112
There is a number you can call in any case anywhere in Europe (and at least in France) if you are in an emergency, whether be it a fire, a police emergency or a medical one. This number is 112.
According to your situation, the operator will forward your call to the right person.
You may be in touch with someone who doesn't speak english. But they will find someone who does when possible, especially if you use the 112.
